Minutes of the Temple Ewell Parish Council Meeting held on
Tuesday 23rd February 2016, 7.15pm at Temple Ewell Baptist Church Hall

42. Declarations of Interest
Councillors were invited to declare any agenda items in which they had a personal/prejudicial interest. Cllr Mrs A Stacey declared an interest in connection with Planning Application – DOV/15/00123.
43. Minutes of Meeting held 26th January 2016
Proposed by Cllr R Hamer seconded by Cllr Mrs L End, the minutes were then agreed as a correct record and signed by the Chairman, subject to the deletion of the words “and Sunday 6th” from minutes No 38 – Events Committee, Clean for the Queen.
44. Matters Arising from Minutes of last meeting:
a) CCTV System – The Chairman reported that a presentation by Guardian Security & Fire would be given at the next meeting on 29th March.
b) Tree Removal/Parking, Green Lane – No further progress has been made regarding this matter. County Councillor Lymer had said at the previous meeting that he would contact Stephanie Wadhams directly and pursue on a County level.
c) Planning Application DOV/15/00123 – The Chairman reported that DDC planning committee had still not made a decision regarding this planning application.
d) Buses – Lower Road/High Street – The Chairman had recently had a meeting with representatives of Stagecoach during which it had become clear that, so far as the Company was concerned, bus service 15B was legally provided, profitable and that no suitable alternative route existed. As a result the company proposed to continue the service at its present level. District Councillor Rose reported that he has been attempting unsuccessfully to arrange as site meeting with Stagecoach at a time when children were arriving at or leaving school. He also reported that Stagecoach had failed to undertake a risk assessment for use of the larger buses on the route. The Parish Council decided that a public meeting should be held at the Baptist Church Hall during April in order to gauge the strength of feeling within the village concerning the use by buses and other HGV’s of High Street/Lower Road. It was further agreed that residents of High Street/ Lower Road should be notified of the meeting by means of a hand-delivered flyer and that a notice should be included in the village newsletter for the benefit of other residents.
e) Village Clock – Councillor R Harmer reported that the clock at the Village Hall was now working again. The Chairman reported that the Parish Council were prepared to take over responsibility for the maintenance/renewal of the clock should the costs of its repair become a burden for the Village Hall Committee.
f) Environment – Decking Miss Knights Cottage – A Land Drainage Engineer from Kent County Council is to attend the site on 3rd March in order to assess the potential impact of the recent installation of decking over the stream at Miss Knights cottage.
g) Queens 90th Birthday Celebrations – The Chairman has recently been contacted by the organisers of events to mark the 90th birthday of the Queen on 21st April urging the Parish Council to join in the celebrations by lighting the beacon on that day. The Parish Council agreed that the beacon should be lit as part of the national chain and that arrangements should be made.
h) Kearsney Parks Project – Arrangements had been made for the Chairman and the Vice-Chairman to meet with the Jon Winder in order to discuss the Kearsney Parks Project scheme generally and the parking proposals in particular.

A derelict car has been removed from the car park at the top of Church Hill.
47. Planning & Decisions:
DOV/16/00078 – Erection of a detached dwelling on land at 7/9 Templar Road. The Parish Council supported the application.

48. Reports of County & District Councillor/Committees –
Dist Cllr Rose reported on action that he had been taking in an attempt to have litter cleared on Whitfield Hill.
Three quotations were submitted for the replacement of the fingerboard opposite the junction of London Road and High Street. The Parish Council unanimously agreed to accept the quotation provided by Nature Sign Design. The Parish Councillors also accepted the kind offer of Cllr Mrs A Worton to bear the cost of adding ‘Church” to the finger pointing down High Street.
In response to a request by residents DDC has been asked to provide a quotation for the provision of a dog waste bin by the railway bridge at the top of Church Hill. It was also agreed that at the next meeting consideration be given to the provision of a dog waste bin on London Road between High Street and Alkham Valley.
Footpaths, Highways & Pavements
The Clerk will be asked to contact KCC regarding a large pothole at the junction of High Street/Lower Road with Mill Street.
Playing Field Report
Nick Adams from Engineering Designs who completes the Parish Council annual play equipment inspections has agreed that a replacement log from Jacksons was acceptable subject to certain conditions. The Clerk will contact Mr Pennock to ascertain if he still has the metal fittings.
The Chairman reported that the quotation of English Landscapes for the maintenance of the KGV playing field during the forthcoming year had been accepted and a copy passed on to the school for their information. The school has also been requested for their contribution towards the cost of the second picnic table.
The Clerk has written to the owners of the property in Mill Street asking that they desist from using the council’s bins for their domestic waste.
Two forthcoming workshops organised by Kent Association of Local Councils on “The Dynamic Councillor” and “Planning” were discussed. The Parish Council decided not to appoint any representative to either workshop.

Clean For The Queen- Clean for The Queen is a campaign to clear up Britain in time for Her Majesty the Queen's 90th birthday, which will be officially celebrated in June 2016. Cllr Mrs A Worton has organised a village clean up which will take place on Saturday 5th March at 10am meeting at Players Corner.
52. Clerks Financial Report, Statement of Accounts.
The statement of receipts and payments for December 2015 and January 2016 were presented to the Parish Council. Proposed by Cllr G Mousley, seconded by Cllr Mrs A Worton and unanimously agreed.
