Minutes of the Temple Ewell Parish Council Meeting held on

Tuesday 27th October 2015, 7.15pm at Temple Ewell Baptist Church Hall

 

 

 

    2.Present: Cllrs C Smithen, G Mousley, R Hamer, I Dean, N Doherty, Mrs L End, Mrs A Stacey, Mrs S Pilcher.

 

       Apologies: Dist Cllr Rose, Mrs A Worton,

 

       In Attendance: Mrs J Coulson-Wright (Parish Clerk) County Cllr Lymer, PCSO May.

 

    3. Declarations of Interest

Councillors were invited to declare any agenda items in which they had a personal/prejudicial   interest. None were declared.

 

    4. Minutes of Meeting held 29th September 2015

Proposed by Cllr I Dean seconded by Cllr Mrs L End, the minutes were then agreed as a correct record and signed by the Chairman.

 

Best Kept Allotment Awards 2015 – With the support of the Parish Council an annual ‘Best Kept Allotment’ competition has been introduced this year by the Allotment Committee. They are working together to promote the benefits of allotment gardening and healthy lifestyles. The Chairman welcomed and congratulated the allotment winner’s. The judges from the Parish Council recognised the amount of hard work and dedication that is required to maintain a plot, and awarded a total of five Wyevale garden centre gift vouchers to the following:

Full Plot – First Prize, Mr & Mrs Wright, Second Prize – Mr Castle & Mr Wyborne.

Half Plot – First Prize – Mrs Halfpenny, Second Prize – Mr Baldwin.

 

    5. Matters Arising from Minutes of last meeting:

a.   Semi Automatic External Defibrillators – The Chairman is in the process of obtaining a local electricians quotation to install the defibrillator. Once installed Cllr I Dean has agreed to write an article for the newsletter. Signs informing parishioners’ where the defibrillator is located will be placed in key areas around the village. The Clerk has contacted the Parish Council insurance and itemised the equipment for inclusion on the policy.

b.    CCTV Quotations, KG V Playing field – Three quotes have been obtained. The wireless option was the preferred choice and will be pursued. Final quotations will be discussed in November.

c.    Tree Removal/Parking Green Lane – Deeds – Unfortunately the land registry documents do not show who owns the strip of land running along the back of the Target Firs properties, nor does the ordnance survey map. Michelle Atkins, DDC agreed to look into their archived documentation but could not find a plan with the 1951 conveyance, which would indicate if the boundary has been moved. Michelle believes that Green Lane & the strip of land have been adopted by KCC Highways and therefore is their responsibility. The Clerk will continue to investigate.

d.   Grass Verge, London Road – Cultivation License Application Form – A cultivation license was submitted to KHS. Yasin Ziya replied to the Clerk informing her that any planting would need to be carried out by an approved street-works contractor who holds a street-works accreditation due to the depth of digging required for planting the shrubs. This area of verge will most certainly have live electrical cables for the street lighting and other potential street-works apparatus beneath the surface. The Clerk has found a contractor who holds the required accreditations and arranged a site meeting. KHS will not grant the licence until a suitable contractor is found. The Clerk has negotiated £1,000 grant funding towards the project via County Councillor Geoff Lymer., Member Community Grant. She will complete all of the necessary documentation. 

e.   Planning Application DOV/15/00123 – Off-Site Contribution – The Clerk is still waiting to hear from Emma-Jane Allen DDC, regarding an off site financial contribution to the village. A decision from the planning committee, which is due to be held on 19th November is necessary for the application to proceed.

     6. Public Contribution Time

    A request to take the tops of a few trees hanging over allotment 41½ will be passed onto KHS.

    

     7. PCSO Mays’ Report

         A few motorbikes have recently been stolen from the surrounding villages, however Temple Ewell has been extremely quiet. The Chairman reported that a motorbike and corrugated fiberglass was fly-tipped and set on fire in the George & Dragon car park. The Clerk reported it to DDC and the area has been cleared.

 

     8. Planning & Decisions:

         DOV/15/00974 – Proposal: Erection of a single storey rear extension and raised patio area.  

         Location: 11 Whitfield Hill, Kearsney, CT16 3BQ – No objection. 

     

         To note decisions made by DDC –

DOV/1500783 – Installation of weatherboard cladding to exterior elevations 1 Brookside, Temple Ewell – Granted

DOV/15/00783 – Installation of weatherboard cladding to exterior elevations – 2 Brookside, Temple Ewell – Granted

 

     9. Reports of County & District Councillor/Committees –

         The UK is to resettle 20,000 refugees from Syria over the next four and a half years. Briton will

          take in vulnerable refugees only from camps in the region, and not those who have crossed the

          Med into Europe.

 

     Environment  

     Broken Fence Panel Dragon Wood – Mended, no further action.

     Development Mill Street – A letter will be sent to Mr Jason Harvey regarding his

     development on Mill Street. The Parish Council are keen to establish when the new build

     is due to be finished and if the site could be tidied in the mean time as it is becoming

     unsightly.

 

     Allotments

This years Annual General Meeting will take place on Sunday 1st November at 10am in the lower village hall.

 

     

 

 

   Footpaths, Highways & Pavements

        No Report

 

         Playing Field Report

Wickstead Play quoted £1,200 for a replacement low level-balancing log. Jacksons has been contacted for an alternative quote however they could not provide a new level balancing log as their logs did not hold the required EN 1176/1177 play equipment requirement, therefore the log has been removed. The broken panel by the far kissing gate has also been mended, both jobs cost a total of £50.

 

    10. Correspondence

Newsletter Grant – It was proposed by Cllr Mrs S Pilcher, seconded by Cllr G Mousley and unanimously agreed to grant the newsletter £300 towards their annual costs.

KALC Awards 2016 – The 2016 scheme will run along the same lines as 2015. Member Councils will make their own decisions about how they want to identify a person or group in their community that has made a significant contribution the local community. A notice will be placed in the newsletter plus individual letters will be sent directly to local organisations. Closing date for nominations is 29th January 2016.

 

     11. Chairman’s Announcements

On a personal note the Chairman reported that he has written and sent letters to a number of high standing recipients including the Chief Executive Officer, Stagecoach Group PLC regarding the continued dangerous situation that still exists with regards to the bus service through Temple Ewell. The Chairman read his letter to the Parish Councillors and asked for their support. It was agreed that this issue should be escalated and a letter sent on behalf of the Parish Council, signed by the vice-chairman. KCC proposed a one-way system many years ago that would resolve the majority of problems, which the village is facing, however it was not pursued. This item will be put back onto the agenda.

 

     12. Events Committee

The parish walk took place on Saturday 10th October and was a great success with record numbers. Money raised for the Countryside ramble, BBC Children in need. Arrangements for this years Christmas switching on of the lights are well underway.

 

        13. Clerks Financial Report, Statement of Accounts.

  The statements of receipts & payments for September 2015 were presented to the Parish Council. Proposed by Cllr G Mousley, seconded by Cllr Mrs L End and unanimously agreed.

 

           14.Any Other Business

      There being no further business, the meeting closed at 8.40pm.
